PRO Services in Dubai

PRO Hub manages all Dubai government services for businesses - visa processing, trade license renewal, establishment card, MOHRE filing, document attestation, and more.

Running a business in Dubai means continuous interaction with multiple government authorities - the Department of Economy and Tourism (DET), the General Directorate of Residency and Foreigners Affairs (GDRFA), the Ministry of Human Resources and Emiratisation (MOHRE), the Ministry of Foreign Affairs and International Cooperation (MOFAIC), the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), Dubai Health Authority (DHA), and others. Each authority has its own portal, its own documentation requirements, its own deadlines, and its own rules for what happens when something lapses.

PRO - Public Relations Officer - services are the function that manages this entire layer of government liaison on your company's behalf. Not just filing documents. Knowing which documents to file, in which format, through which portal, in which sequence, with which supporting materials - and tracking every deadline before it becomes a fine, a block, or a forced cancellation.

PRO Hub has been managing government liaison and corporate compliance for Dubai and Abu Dhabi businesses since 2014. This page covers the full scope of PRO services we manage in Dubai - what each service involves, which authority governs it, and what goes wrong when it is handled incorrectly or left to lapse.

What Are PRO Services?

PRO services in the UAE refer to the full range of government liaison and corporate compliance activities required to legally establish, operate, and maintain a business and its employees. In practice, this covers three interconnected tracks:

  • Corporate compliance: trade license renewals, establishment card maintenance, Ejari registration, company amendments, and all the filings that keep a business legally active and in good standing with DET, GDRFA, and MOHRE.
  • Visa and immigration services: employment visa processing, investor and partner visas, family and dependent visas, visit visas, status changes, renewals, and cancellations managed through GDRFA and ICP.
  • Document attestation and government transactions: MOFAIC attestation, embassy attestation, medical typing, Emirates ID applications, police clearance certificates, and a wide range of authority-specific government transactions.

These three tracks intersect constantly. A trade license that lapses blocks visa processing. An expired establishment card blocks work permit applications. A missing Ejari registration delays both. PRO Hub manages all three tracks in coordination so nothing falls through the gap between one authority and another.

Who Needs PRO Services?

Every Dubai mainland business that employs staff needs ongoing PRO management. The GDRFA establishment card, the MOHRE establishment file, work permit quotas, labour contracts, visa sponsorships, and annual renewals across all of these do not manage themselves.

Free Zone Companies

Dubai free zone companies have lighter PRO requirements (most visa and labour transactions go through the free zone authority rather than GDRFA and MOHRE) but still need establishment card management, document attestation, Emirates ID services, and periodic authority filings.

Business Owners & Investors

Business owners and investors need investor visa management, company amendment filings, Ejari registrations, and ongoing trade license renewals regardless of whether they employ staff.

International Companies

International companies with UAE operations (branch offices, subsidiaries, representative offices) need ongoing government liaison for licence renewals, labour filings, parent company document attestation, and periodic authority filings that require local expertise to navigate.

HR Teams at Growing Companies

HR teams at growing Dubai companies often outsource PRO services to PRO Hub rather than maintaining an in-house PRO, because the cost of a dedicated in-house PRO (salary, benefits, authority access cards, training) is significantly higher than outsourced PRO management, and the risk of dependency on one individual is eliminated.

Trade License & Establishment Card

Trade License Renewal - DET

A Dubai mainland trade license must be renewed annually through the Department of Economy and Tourism (DET). Renewal requires a valid Ejari tenancy contract, clearance of any outstanding violations or fines, and payment of the annual DET fee plus applicable regulatory approval fees for regulated activities.

Failure to renew on time results in a late penalty of AED 200 per month, progressive escalation of fines, and ultimately the suspension of all visa and MOHRE transactions linked to the license. Banks may freeze accounts of companies with expired licenses. Supplier and client contracts may require evidence of a valid licence.

PRO Hub manages the full DET renewal cycle - tracking expiry dates, confirming Ejari validity ahead of renewal, clearing any outstanding violations, preparing the renewal application, and delivering the updated licence before expiry. We send proactive renewal reminders and track progress through the DET portal on your behalf.

Establishment Card - GDRFA Dubai

The GDRFA establishment card is the immigration registration document that links a Dubai mainland company to the UAE's immigration system. It authorises the company to sponsor entry permits and residence visas for employees, investors, partners, and dependants. Without a valid establishment card, no visa or immigration transaction can be processed.

The establishment card must be renewed annually. Renewal requires a valid trade licence and clearance of any outstanding immigration system flags or fines. Companies should begin the renewal process at least two weeks before expiry - allowing the card to lapse blocks all visa transactions until compliance is restored.

PRO Hub manages establishment card renewals and new applications - tracking expiry, preparing documentation, submitting through the Amer service channels, and ensuring the immigration file remains continuously active.

Employment Visa Processing

An employment visa for a Dubai mainland company involves five distinct stages across three authorities:

  1. Work permit and labour contract approval: submitted through MOHRE's employer portal; requires a valid establishment file, valid trade licence, and confirmation that the employer meets applicable Emiratisation quotas before new hires can be processed.
  2. Entry permit issuance: once MOHRE approves the work permit, the GDRFA issues a 60-day entry permit through the immigration system. The employee must enter the UAE on this entry permit.
  3. Medical fitness test: mandatory for all employment visa applicants; completed at DHA-approved testing centres; results fed directly into the ICP system.
  4. Emirates ID application: biometrics registered with ICP; the Emirates ID is issued electronically and linked to the residence visa.
  5. GDRFA residence visa stamping: final step; the residence visa is stamped and linked to the employee's passport in the GDRFA system.

Each step has its own documentation requirements, fees, and timing constraints. Steps must be sequenced correctly, as a missed medical appointment, an entry permit expiry before status change, or a MOHRE quota block can delay the entire process by weeks. PRO Hub manages all five stages end-to-end, preparing documentation, tracking each step, and coordinating the sequence to achieve the fastest possible outcome.

Full employment visa timeline for a complete application: 7 to 14 working days from work permit submission to residence visa issuance, subject to authority workloads and employee arrival timing.

Investor, Family & Visit Visas

  • Investor and Partner Visas

Business owners, shareholders, and partners of Dubai mainland companies are entitled to UAE investor or partner residence visas sponsored by the company. The process involves DET letter issuance, GDRFA entry permit, medical fitness, Emirates ID, and residence visa stamping, which is broadly similar in structure to an employment visa but with different documentation requirements at the DET stage. PRO Hub manages investor and partner visa applications in coordination with the company's DET and GDRFA files, ensuring the company records correctly reflect the shareholder structure before the visa application is filed.

  • Family and Dependent Visas

Employees and investors holding UAE residence visas may sponsor residence visas for dependants (spouse, children, and in some cases parents) provided they meet the salary and accommodation requirements set by GDRFA. The sponsoring resident must hold a valid UAE residence visa and meet the minimum salary threshold (currently AED 4,000 or AED 3,000 plus accommodation for standard dependent sponsorship). PRO Hub manages dependent visa applications, including entry permits, medical fitness, Emirates ID, and residence stamping for all family members, as part of the employment or investor visa package, or on a standalone basis.

  • Visit Visas

Visit visas for corporate purposes (supplier visits, investor meetings, partner visits, or short-term engagements) can be sponsored by a UAE-licensed company through GDRFA. Single entry and multiple entry options are available. PRO Hub processes company-sponsored visit visa applications through the GDRFA system, managing the full application from documentation preparation to entry permit issuance.

  • Visa Renewals and Cancellations

UAE residence visas must be renewed before expiry, typically every two or three years depending on visa type. Allowing a visa to lapse creates an overstay situation which generates daily fines and complicates future visa applications. Visa cancellations must be processed correctly and promptly: for departing employees, cancelled visas release the quota slot back to the company's MOHRE file and clear the employee from the immigration system. Failure to cancel a departed employee's visa correctly creates ongoing liability for the sponsoring company. PRO Hub manages both renewals and cancellations on an ongoing basis, tracking expiry dates across all sponsored visas and processing transactions promptly.

Emirates ID & Medical Fitness

The Emirates ID is a mandatory national identification document for all UAE residents. New IDs are linked to the residence visa during the initial visa issuance process. Renewals must be completed before the Emirates ID expiry date, as an expired Emirates ID creates complications for banking, government service access, and certain commercial transactions.

PRO Hub manages Emirates ID applications, renewals, and amendments, tracking expiry dates, preparing documentation, and submitting through ICP channels.

Golden & Green Visas

Golden Visa: 10-Year Residency

The UAE Golden Visa provides long-term, self-sponsored residency for qualifying investors, entrepreneurs, skilled professionals, outstanding students, and individuals with humanitarian or exceptional contributions. Golden Visa holders are not tied to an employer sponsor and can remain in the UAE for extended periods outside the country without losing residency status.

The most relevant Golden Visa categories for PRO Hub clients:

  • Investor category: qualifying investment in UAE real estate (minimum AED 2 million) or UAE public investment funds, or existing companies with capital above AED 2 million.
  • Entrepreneur category: founders of approved startup projects with annual revenue above AED 1 million, or holding an official letter from a UAE business incubator or accelerator.
  • Skilled professional category: professionals in specialist fields with confirmed employment in the UAE, a salary above a defined threshold, and a classification within MOHRE's skilled worker categories.
  • Business owner category: UAE-based companies with annual taxes paid to the UAE Federal Tax Authority exceeding AED 250,000.

PRO Hub advises on Golden Visa eligibility based on the client's specific situation and manages the full application process, including eligibility confirmation, documentation preparation, and submission through ICP or GDRFA channels.

Green Visa: 5-Year Self-Sponsored Residency

The Green Visa is a 5-year self-sponsored residency available to qualified skilled workers, freelancers, and investors who meet defined criteria, including a minimum monthly salary of AED 15,000 for skilled professionals and a MOHRE-approved skill classification. Unlike a standard employment visa, a Green Visa is not tied to a specific employer, so the holder can change jobs, take up to 180 days between employment contracts, and sponsor first-degree relatives.

PRO Hub advises on Green Visa eligibility and manages the application process through MOHRE and GDRFA channels.

Document Attestation

Foreign-issued documents (educational certificates, marriage certificates, birth certificates, power of attorney documents, company incorporation documents, and commercial contracts) must be attested before they can be used for official purposes in the UAE. UAE-issued documents intended for use abroad require attestation for the destination country.

The attestation chain for foreign documents used in the UAE typically involves:

  1. Attestation by the competent authority in the country of origin (education ministry, notary, court, or equivalent)
  2. Attestation by the UAE Embassy or Consulate in the country of origin
  3. Final attestation by MOFAIC in the UAE

For UAE-issued documents required abroad, the process involves MOFAIC attestation followed by the relevant foreign embassy in the UAE. MOFAIC now provides a digital attestation service for electronically issued documents carrying a QR code or reference number, reducing processing time significantly for eligible documents.

PRO Hub manages the full attestation chain, advising on the specific requirements for each document type and destination country, liaising with attestation centres, and tracking the document through each stage to completion.

Corporate Compliance & Filings

  • MOHRE Company File - Ministry of Human Resources and Emiratisation

Every Dubai mainland company that employs staff must maintain an active company file with MOHRE - the federal labour authority. The MOHRE file records the company's trade licence details, business activity, registered address, and specimen signatures of all authorised signatories. It assigns the establishment code used for every work permit application, labour contract, and visa quota request. The MOHRE file must be updated whenever any of the following change: trade licence details, business address, authorised signatories, or partner composition. Failure to keep the MOHRE file current blocks work permit applications and labour contract transactions. PRO Hub manages MOHRE file opening for new companies, annual maintenance, signatory updates, and all required amendments - ensuring that the MOHRE file reflects the current state of the business at all times.

  • Ejari Registration - RERA

Ejari is the mandatory tenancy contract registration system administered by the Real Estate Regulatory Agency (RERA) in Dubai. All commercial tenancy contracts for Dubai mainland businesses must be registered through Ejari before they can be used for trade licence applications, renewals, or MOHRE filings. An expired or unregistered Ejari blocks trade licence renewal and can interrupt visa processing. For companies renewing their lease, the new Ejari must be registered before the licence renewal window opens. PRO Hub manages Ejari registrations and renewals - uploading tenancy contracts through the Ejari system, paying the registration fee, and delivering the registered Ejari certificate for use in subsequent government filings.

  • Company Amendments - DET and MOHRE

Business circumstances change. When they do, company records across DET, GDRFA, and MOHRE must be updated to reflect the new position. Common amendments PRO Hub manages for Dubai businesses include activity additions or changes, trade name changes, partner additions or removals, ownership percentage changes, authorised signatory changes, company address changes, and legal form changes (e.g. converting sole establishment to LLC). Each amendment type has its own documentation set, authority sequence, and processing timeline. PRO Hub advises on the required steps and manages the amendment process across all affected authorities.

  • WPS - Wages Protection System

The UAE Wages Protection System (WPS) requires all mainland employers to pay employee salaries through an approved WPS-registered payroll channel, with salary data uploaded to the MOHRE system within the prescribed timeframe each month. Non-compliance with WPS - late payments, payments outside the WPS system, or failure to register - triggers MOHRE sanctions including a block on new work permit applications and, for persistent non-compliance, prosecution. PRO Hub assists with WPS registration setup and advises on the ongoing compliance requirements for WPS-linked payroll.

  • Police Clearance Certificates

Police clearance certificates (good conduct certificates) are required for a range of purposes - professional licensing applications, certain visa categories, regulatory authority approvals, and personal legal matters. In Dubai, police clearance certificates are issued by the Dubai Police. PRO Hub manages police clearance certificate applications - advising on the documentation required, submitting through the correct channel, and tracking the application to completion.

  • Power of Attorney - Preparation and Notarisation

A Power of Attorney (POA) authorises a named individual to act on behalf of a company or individual for specified legal and government purposes - signing documents, conducting DET transactions, managing immigration files, or representing the grantor before government authorities. UAE POAs must be notarised before a UAE Notary Public to be legally effective for government transactions. Foreign-issued POAs intended for use in the UAE require the full MOFAIC attestation chain. PRO Hub prepares POA documents for review and coordinates notarisation through approved notary channels.

Dubai's Government Authority Landscape

Understanding which authority governs which transaction is non-trivial - and getting this wrong is one of the most common sources of delay and error. The key authorities PRO Hub liaises with for Dubai business clients:

DETDepartment of Economy and Tourism - trade licence issuance and renewal for Dubai mainland businesses; company amendments; activity approvals.
GDRFA DubaiGeneral Directorate of Residency and Foreigners Affairs (Dubai) - establishment card; entry permits; residence visa issuance, renewal, and cancellation; status changes.
MOHREMinistry of Human Resources and Emiratisation - federal labour authority; establishment file; work permits; labour contracts; WPS compliance; Emiratisation quota management.
ICPFederal Authority for Identity, Citizenship, Customs and Port Security - Emirates ID; national identity records; certain visa categories for non-Dubai emirates.
DHADubai Health Authority - mandatory medical fitness tests for employment visa applicants; health card and insurance compliance.
MOFAICMinistry of Foreign Affairs and International Cooperation - document attestation for foreign-issued documents used in the UAE and UAE-issued documents used abroad.
RERAReal Estate Regulatory Agency - Ejari tenancy contract registration; all commercial tenancy registrations for DET-licensed businesses.
Dubai Courts & NotaryNotarisation of company documents, POAs, MOAs, and statutory declarations required for government transactions.
Free Zone AuthoritiesDMCC, JAFZA, IFZA, DAFZA, and others - manages establishment cards, work permits, and visa quotas internally.

What Goes Wrong Without a Professional PRO

The consequences of mismanaged PRO services are concrete and often expensive:

  • Lapsed trade licence - AED 200/month in DET late fees; account freezes by UAE banks; blocked visa and MOHRE transactions; potential contract breaches.
  • Expired establishment card - complete block on all GDRFA visa and immigration transactions; inability to process new visas or renew existing ones.
  • Overstayed residence visas - daily fines that compound rapidly; exit ban implications; complications for future UAE visa applications.
  • MOHRE file non-compliance - blocked work permit applications; WPS non-compliance sanctions; Emiratisation quota penalties for businesses above applicable thresholds.
  • Incorrectly attested documents - rejected visa applications, rejected company incorporation filings, and wasted attestation fees.
  • Missing Emirates ID - access issues for banking, government service portals, and certain commercial transactions.

PRO Hub's model is built around preventing these outcomes before they occur - tracking every deadline, preparing every document correctly, and managing every authority interaction with the accuracy that comes from doing this work daily.
