What Is an ICV Certificate?
The ICV certificate is an official document issued under the National In-Country Value Program, regulated by the Ministry of Industry and Advanced Technology (MoIAT). It measures how much of your company's spending, investment, and employment stays inside the UAE economy, and expresses that contribution as a single percentage: your ICV score.
The program started with ADNOC in 2018 to strengthen local supply chains and Emirati employment in the oil and gas sector. In 2021, MoIAT took it national, and it now applies across every sector and emirate, not just energy. Government departments, semi-government companies, and a growing list of major national companies now build ICV directly into how they score and award tenders.
Who Actually Needs an ICV Certificate
You need ICV certification if your company bids for or supplies to major UAE procurement channels:
ADNOC Group Tenders
Bidding on contracts with ADNOC or any ADNOC group company requires an accredited ICV score.
Federal & Local Government
Supplying goods or services to federal ministries or emirate-level government entities across the UAE.
Semi-Government & Strategic Enterprises
Bidding for contracts with DEWA, Etisalat, Mubadala portfolio companies, TAQA, and other National ICV Program partners.
Subcontractors & Tier-1 Suppliers
Improving standing as a vendor to principal contractors who pass ICV scoring down their supply chain.
Abu Dhabi Government Procurement
Participating in Abu Dhabi procurement where ICV can carry up to 40% weight in the financial bid evaluation.
There's no standalone federal law forcing every company to hold an ICV certificate. But if procurement with any of the entities above is part of your growth plan, a missing certificate is functionally the same as a failed bid, you're excluded before pricing is even compared.
How the ICV Score Is Calculated
Your ICV score is a weighted percentage built from five components, calculated against your most recent audited financial statements:
Local Spend (Up to 50%)
Purchases from UAE-based manufacturers and service providers. Moving import spend to UAE-based suppliers is the single largest lever to increase your score.
Investment (Up to 25%)
Net book value of UAE-based assets, facilities, machinery, equipment, and research & development.
Emiratization (Up to 15%)
Number and seniority of UAE nationals employed, weighted heavily toward skilled and senior executive roles.
Expat / Local Workforce Contribution (Up to 10%)
Payroll and total workforce spend retained and spent inside the UAE economy.
Bonus Factors (Up to 5%)
Export revenue generated from UAE operations, hiring Emirati fresh graduates, and year-on-year investment growth.
Two Common Pitfalls That Reduce Scores
- Financial statement mismatch: The figures in your ICV Template must tie exactly back to your audited financial statements. MoIAT no longer accepts bifurcated management accounts pulled from a consolidated group statement. Each licensed entity is certified separately.
- Emiratization gaps: MoIAT has set a target of 10% Emirati representation in skilled roles for certified companies. Falling well below that threshold costs points, not just on headcount but on role quality.
Documents You Need to Apply
- Valid UAE Trade License – A active, compliant business license issued in Abu Dhabi, Dubai, or any emirate.
- Audited Financial Statements – Standalone financial statements not older than two financial years, signed by a licensed auditor under ISA standards.
- Purchase Records & Vendor Breakdown – Supplier and purchase ledgers split cleanly between local (UAE-based) vs. imported spend.
- Payroll & Employee Records – Workforce records including Emirates ID details and Labor Contracts for UAE national staff.
- Asset & Investment Records – Fixed asset registers and investment documentation for UAE-based facilities and equipment.
- NAFIS Partner Registration – Active NAFIS registration as a Partner entity (required for private companies regardless of current Emirati headcount).
- Company Owner Identification – Emirates ID, passport copies, and trade license for authorized company signatories.
If your financial statements aren't audit-ready, or your local vs. imported spend isn't cleanly separated in your books, that's normally the first thing we fix before submission, not something to discover mid-review.
The ICV Certification Process

ICV Certificate Cost and Validity
Certifying Body Cost
Fees aren't fixed by MoIAT and vary by company size and complexity, ranging generally from AED 500 to AED 10,000 per certificate, plus audit fees if financial statements are not yet finalized.
14-Month Validity Window
Your ICV certificate is valid for 14 months from the date your audited financial statements were signed by the auditor, not from the date the certificate itself was issued.
How to Improve Your ICV Score
If your first certificate comes back lower than you need for a specific tender, the fix is usually structural, not cosmetic:
Shift Import Spend to Local Suppliers
Transfer purchases to UAE-based suppliers wherever cost differences allow. This is the largest lever, worth up to 50% of the score.
Formalize Local Manufacturing & Assembly
Establish local assembly, packaging, or light manufacturing rather than importing 100% finished goods.
Increase Skilled Emirati Hiring
Hire UAE nationals into skilled and senior roles, as MoIAT weights role quality and seniority, not just raw headcount.
